I think this could be a peculiar form of Senecio quadridentatus. If so, the lower surface of the leaves should be densely cobwebby. Another possibility is Senecio tenuiflorus (less common), where the lower surface of the leaves are whitish, bristly with multicellular tapering hairs ending in long filaments. If it is Dittrichia graveolens, the whole plant, including leaves, will have a lot of glandular hairs. The common name of Stinkwort sums it up.

Leaves not cobwebby or whitish. Quite a few hairs on leaves - can be seen in second photo when enlarged. I did not touch the plant, but did not notice any smell.

I have tried to key from the beginning (given that I have had to guess a number of the key characters eg seeds) in the family Asteraceae. It came out to Senecio. When I did the key backwards I found that Dittrichia always has at least tiny ligules on the florets. For this reason I am suggesting Senecio sp.
