Ok, I believe that Leptospermum multicaule is the most likely ID. However, these images provided do not allow me to apply any of the keys to this genre so we will have to let this sit for now. If you could return when the plants are fruiting we can be sure.
These plants are too short for L.obovatum, and have long arching stems which isn't a feature of that species.
