Hi Matt, this is definitely not ALG, it never grows other than near riparian areas, perennial, never higher than about 250mm, has no apparent seed head, and does not spread, always in the same areas. Does look very similar to the photos of the carex bichenoviana, which is not in any of my reference books.

This is right time of year for Carex bichenoviana to be in flower: if you look, they will be down low
