this is probably Myriophyllum crispatum. Defining characteristics ( single flowers in leaf axil, tiny crimped hairs on the stem; number of leaves in a whorl) are hard to detect in the photos. However it is likely to be this species due to having quite crowded leaves, and being so tall and erect. Plus, it does occur commonly in dams
