I'm thinking its a grass: it has a long pale vein down the centre of the leaf.
it also looks stunted

Yep it is a grass. No idea if it is stunted. Most other grasses around it are most definitely not stunted. I had just never seen that particular grass before so was somewhat puzzled. And my grasses book doesn't help at all.

I agree with @MattM, the photo is way too small to see any real detail and this is a depauperate specimen for ID. I'd say it a grass, but not tempted to go any further. Differences in appearance across the plant may suggest its infected with a virus.

The plant was small. Has never got any bigger. I would say definitely a grass. It may be infected with something although none of the obvious signs of disease. The parts that appeared to be seed heads have now vanished. I have suspected it to be an imported plant given it was beside a vehicle track and that I haven't seen any of it anywhere else. But it also might just be something that liked three years of sogginess after some years of bone dry. And I wasn't observant enough to notice it or any friends.
