Certainly looks like the images for that species in VicFlora, but I cannot confirm it - the number of bracts is 13 where I could count them on your excellent photos, which is too high for S. minimus and some of the other identifying features are not present at this time or not shown. These Senecio species need a whole plant sample taken to a botanist to be sure of what the id is.
Fantastic find Jane! This species appears to be quite uncommon in the ACT & is easy to identify from photos so I would be very hesitant to collect a specimen.
At that spot, there was only one plant, and i didn’t see any more: so definitely not collected. The leaves are very distinctive, as is stem colour ( even if not a strong character). Thanks Ciaran 😊 yes, i was quite chuffed.
