Looks a lot like Chrysocephalum semipapposum but flower head has many more florets, bright green stem with contrasting dark green leaves/bracts

Mainsprite is correct it is Chrysocephalum semipapposum, the general proportions of this plant are different to the local form but there are a number of subsp within this taxa so i'm guessing this was planted and is from a different stock. Unsure about the leaf-like growths on the steam, they are pretty odd.

This tiny group was not planted. It's across a path from the planted area where all the C. semipapposum are identical and more typical - smaller flower heads, duller green stems etc
