Is this bird a white-plumed honeyeater?

It is a White-plumed Honeyeater but for some reason the Ptilotula penicillata in the system isn't showing up with the dropdown menu (a glitch with many species at the moment) so I can't confirm the sighting. The species you suggested from the dropdown menu was a deleted duplicate not actually present in the system.

Lichenostomus pencillatus is the name given for White-plumed Honeyeater in the 'Birds of the ACT' book. Is this right?

That is the former name for the species. The genus Lichenostomus which was one of the main honeyeater genera was split into many genera following taxonomic revision somewhat recently, and White-plumed Honeyeater was moved into the genus Ptilotula. Only 2 species remain in the genus Lichenostomus (Yellow-tufted and Purple-gaped Honeyeaters).

Reconfirmed to move into species already listed in taxonomy rather than new species in dropdown menu from bug. I also deleted the bugged species.
