based on thallus shape and venation, it looks like Landoltia punctata except that no roots are evident. However, it looks too big and too flat to be the rootless Wolffia . On balance, it is likely to be Landoltia punctata (in older books as Spirodela punctata).
Based on the Lemna disperma and Landoltia punctata that I've seen growing locally, the pattern of veins on the leaves looks more like the latter species, though Lemna can also have several veins. The only way to be absolutely sure is to remove a few plants and float them in a jar of water so it's easy to see the number of roots growing from the under side of each thallus.
