Could this also plausibly be a local species, not previously identified?

Possible but unlikely. I'm aware of a couple of undescribed species from WA and the NT. The genus occurs Australia-wide and has at least 40 described species. Most are very difficult to identify from images without an obvious species-character. The genus is distinguished by the presence of a stout spine on the side of the upper thorax, and fortunately this can be seen in two of your images.

Thanks Greg. I'll keep an eye out for more of them.

I guess what I really meant was: could this be a known species, not previously identified as local?

The ACT has 3 recorded species of Chrysopogon, none are restricted to the ACT.

Thanks Greg. That makes good sense.
