The sparseness of the leaf spacing and the thiner shape of the leaflets suggests Cullen tenax (currently on the ACT rare plant list) but at least some of the leaflets should be arranged in fives while all those in the photo seem to be in threes (which suggests Cullen micocephalum). Did you see any five leaflet leaves?

I think this is C. microcephalum ... I found C. microcephalum on Mt Majura's northwest slope; the photos I took on 1 Dec 2009 show plants which look very much like above; see photos of leaves and flowers here: https://www.flickr.com/photos/181729955@N04/with/50692599108/ ; sorry, my camera doesn't have GPS so no coordinates...
C. tenax looks different; see photos which I took in the reserve east of Hackett in a seapage area in Feb 2013: https://www.flickr.com/photos/61627737@N03/albums/72157632832658499

I did go back and look again and found several plants in the vicinity, all with all leaflets in threes.
Does not look like the tenax in Waltraud's flickr photos. I'll edit the sighting and include a clearer photo or two.
