In the lower left quarter of the photo you see lots of greenish 'flakes' (technically squamules). That's the initial growth form of a Cladonia. Later you may see a stalk arising from a squamule and eventually the sexual spores produced by the fungal partner appear in a structure atop the stalk. Squamules are present throughout the photo but elsewhere the stalks tend to dominate the view. So, you have lots of individuals, but growing densely which does give the impression of the intricate, branching growth found in Cladia.
