Does anyone know what this is? It was moving it’s tail around, almost like it was feeling for something.

The 'tail' is the ovipositor and presumably the fly was sensing if the substrate was suitable for oviposition. The group mostly seek out seed heads (often but not always grasses) as a suitable site. A confused fly?
