Besides Oecophoridae, caterpillars of species in both Psychidae and Tineidae create portable cases. Can you take it into protective custody, rear it to the adult moth, then release that back where you got it (after photographing the adult moth for posterity)?
The case would have been about 2 cm long. I don't know about the occupant. I've added an extra photo showing it on the tree trunk for context. If I find another one I will see what I can do.
