The basal rosettes suggest Drosera pygmaea or Drosera spathulata. Without flowers it could be any Drosera.

Thanks Betty, I put Drosera peltata because of what was in other areas and flowered later. I didn't get a chance to revisit all sites so Drosera sp. is best until I confirm with flowers. 2014 was the best year I have seen for drosera, with a huge increase in numbers and sites.
