From what I can see of the leaf stalks, it coul be Rosa canina, the less common species of wild rose in the ACT. However, blowing the photo up enough to look at this detail makes it too blurry to be sure.

The flower and fruit stalks are a good indicator - bare on Rosa canina. There are also fewer thorns on the branches.
