Either Perga affinis or Perga dorsalis. Only females can be visually identified if the details of ovipositor sheath hairs are clear.

There are a number of collections in the Australian National Insect Collection (ANIC) of Myrmecia maura (which is in the M. aberrans species group) around the Canberra region, all from a long time ago. The specimens in the collection are black or blackish like this sighting, so likely to be that species.
