So is it insects inside eggs and when they hatch the spread throughout the tree?

I think the common name Blue Gum scale is incorrect. It is normally called gumtree scale. Ref CSIRO Handbook of Australian Insect Names. I know a blugum psyllid but not a bluegum scale and it is not actually very common on blue gums, Eucalyptus globulis .
