Author's notes

thousands of dead normal thistles around, but this one was wierd in that it was hugging the ground and the only one that wasn't brown already

The leaves look like Onopordum acanthium (your normal thistle) but there is a ground-hugging stemless thistle Onopordum acaulon you could search for. It is not in the ACT Plant Census.

The stemless thistle and nodding thistle are similar but leaves are much more spiky than those of the Scotch Thistle
