Best way to distinguish between Brown Goshawk and Collared Sparrowhawk is based on whether the tail is rounded (Goshawk) or square-cut (Sparrowhawk). Another way is if there is a blue in front of the cere (Sparrowhawk). And whether the middle toe is elongated (Sparrowhawk). I am having trouble distinguishing this from the photograph so I will leave it unconfirmed for now.
The first photo has that heavy brow look that is suggestive of Brown Goshawk, but perhaps it is just that front on angle, as it doesn't look so prominent in the second photo, which is more side on. I'm not prepared to make a definitive call either, as I can't see the toes completely or the tail.
