Yes. I agree it is a mutation. As for the species I can't tell if it is Cocksfoot or Phalaris.

It could also be germination of seed trapped in the seedhead, I have seen this happen in Aristida & Rytidosperma. Based on the appearence of the tussock I reckon these are phalaris
