Yeah mate for sure, its a terrible photo and a long way away but definitely has the yellow legs on a closer look

Yep, agree with you, this one looks like a Nankeen Kestrel, especially with that single tear drop and slender appearance. By the way, my PK Birds app entry for Brown Falcon says that some grey-crowned, pale morph birds have bright yellow cere and legs.
