Tussock doesn't look dense enough for serrated tussock, but the inflorescence looks like serrated tussock hence my suggestion of Nassella tenuissima. Could also be a small Austrostipa spp. like A. verticilata.

Thanks Matt. After checking out some A. verticilata I think that's probably right. I did think it looked like bamboo when I was looking at it.
