Massed caterpillars chewing through juvenile eucalypt leaves. Darker versions shown about 12mm long, lighter coloured examples about 5mm.

I think they are the larvae of two different species of leaf beetle

I think they are the same beetle, possibly Paropsis atomaria. I've found that as they age they change from the larvae in Photos 1-3 to those in the last two photos. Am currently trying to conduct a study to verify my thoughts about which larvae belong to which adult beetle.
