User's notes

This bird may be an escaped aviary hybrid, red-winged parrot X superb parrot. Forshaw (1981) in Australian Parrots, refers to these species hydridizing. I first saw this bird about 6 weeks ago in the same location. I was able to take many photos as it was unconcerned by my presence suggesting a prior aviary existence.

This looks like an Alexandrine Parakeet (Psittacula eupatria) which is a popular cage bird, native to Asia. I will take a better look once I can view the image on my larger computer screen at home.

I think you are on the money. It may have come from the Gold Creek Walk-in Aviary, which is just 1 km away as the parrot flies. I saw it again today, same location, seems quite happy there.

I wouldn't be surprised if it was from the aviary. They are not irregular escapees in other parts of Australia but this seems to be the first escaped one in Canberra that I am aware of.
