After looking on this site it may be Caladenia atrovespa
(Green-comb Spider Orchid).
I made my guess using the "Field Guide to the Orchids of the Aus. Capital Territory" by Jones, Egan & Wood. 2008
This book does not list Caladenia atrovespa.

Names change all the time in orchid taxonomy. Caladenia now includes:
Petalochilus
Stegostyla
Arachnorchis
Glossodia
Cyanicula (maybe not all species)
Be aware that nature map still recognises Glossodia and Cyanicula.

The recently published book "Field Guide to the Orchids of the Southern Tablelands of NSW Including the ACT" has both names for the species. It was written by Egan, Wood, Farrow & Hayashi, and compliments the ACT guide nicely.
