The dense venation of Neuroptera is always a little variable, and only a comprehensive study of long series of each species might establish consistent minor differences if they indeed even exist between the two species. There are two Psychobiella species P. occidentalis which has been recorded in SA & WA and P. sordata which appears to be restricted to the east coast. T. R. New differentiated the species by male genitalia but also provided wing diagrams. This specimen seems to best fit with P. occidentalis but the problem is that it is out of area and that there can be considerable variation in wing venation within a species.

Oh, looks like you need to (1) have a male specimen and (2) dissect the genitalia! So I agree, ‘Psychobiella sp.’ is the safest ID.
