Unless you know for sure that these have been planted or something, the Juncus they most resemble in my mind is Subsecundus, young inflorescence on the side of the culm, and adult inflorescence resembling that of J.ustitatus is characteristic of this species. See Juncus subsecundus (Finger Rush)
