I think this could be a moth.

There appears to be a close match between this specimen and Sighting No 3390778 (previously identified as C. heliacaria) although these both now look to me quite dissimilar to several of the C. heliacaria images on the supporting disc to Moths of Victoria (Part 3) . Apparently quite variable.

The photos on BOLD
http://v4.boldsystems.org/index.php/Taxbrowser_Taxonpage?taxid=22014
are also so variable that I find it hard to believe they are all the same species. Sadly none have the serrated outlined lacuna on the third line like this and 3390778 have.

C. heliacaria is a variable species, as is C. heterotropa described from Tasmania. ANIC has three specimens that seem to match the two CNM records discussed above, and they are placed with C. heterotropa, possibly because the main transverse forewing line matches that species better than C. heliacaria. But they differ from other forms of C. heterotropa in other ways, so the status of the CNM records is not clear. We could call them an undescribed "sp near heliciaria".

Yes, I agree. It would be sensible, given the above, that this sighting and 3390778 be grouped together and be identified as 'sp. near heliacaria'.
