This is very much a guess based on the leaf shape and arrangement and the fact thst Epacris breviflora can grow at very high altitudes. https://apps.lucidcentral.org/plants_se_nsw/text/entities/epacris_breviflora.htm

Not typical habitat for Pimelea alpina, Platysace lanceolata in common throughout this area and the flower buds are typical of that species.
