This wattle starts off having leaves, which it losses in favour of a thicken flattens stem (Phyllode). This may help save water, while having leaves as seeding may help with rapid initial growth to get above understory competitors.

I think it is a hickory wattle, Acacia implexa but would appreciate a second opinion from some-one else
