I think that this is an Enicospilus wasp not Netelia. No pectinate cell at the end of Cell 1M+1R1; Has a sclerite in cell 1m+1R1; Cell 1M+1R1 extends beyond Vein 2M-Cu. Also expect a clear region around the sclerite, but I can't see it from this photo.
