To ID Wahlenbergia to species level, you need a photo of a flower sideways on, so the ratio of floral tube to free lobes can be seen, and photos clearly showing stem hairs, if present, how the leaves are arranged on the stem, and the base of the plant, showing basal leaves, if present. I dioubt that Wahlenbergia ceracea would occur at such a low altitude as where your photos were taken.
