This is a Declared Noxious Weed and can spread rapidly. Also see comments.

Herbarium id confirmed as Cenchrus longisetus (feathertop). From Africa. 'Weeds of the SE' by F Richardson, R Richardson & R Shepherd' lists it as a weed of disturbed areas. Mowers spreading it at this site. NCA have said they will stop mowing it and spot spray with herbicide to contain spread.

It has already been spread around to the Enterprise jetty.
