Found dead on the side of the road in the north bound exit lane of the Federal Hwy.

The striped 'trousers' seem wrong for a Brown Falcon. I would guess Brown Goshawk or Collard Sparrowhawk. Did you get any other photos showing the tail shape, or photos from any other angles? If you did, could you please edit the sighting and add them

Looks like Collared Sparrowhawk to me.

Cannot tell from feet, but does not appear to have prominent eye ridge

Brown Goshawk (A. fasciatus) suggested rather than Collared sparrowhawk (A. cirrocephalus) by heavy bill compared to skull and more robust legs and feet. Normal diagnostic marks are either cut our of photo (notched or square V rounded tail) or unusable due to decomposition (heavy looking brow ridge).
