Suggested identification partly based on what appears to be the remains of a partial veil at the edge of the caps, it also seemed to be growing on soil.
Ken, I notice that with a number of Cortinarius sightings you mention the veil remnants (with brown spores) on the stem. I'm taking the absence of that comment as support for the subject of these photos not having brown spores. To me the colours, the fine scales of the cap and stem and the yellow veil remnants on the cap edge combine to suggest Armillaria, which means I must assume that it is growing from buried wood. I could of course be wrong.
Thanks Heino, the fine scales on the cap suggested an Armillaria to me as well but I hadn't realized that some local Armillaria might be ringless although this may simply be that I've recorded an old an degraded specimen
