The photos are not good enough to see whether the hairs on the flower stalks are white to golden (Acacia mearnsii) or whether the flower stalks are hairless/with appressed hairs (Acacia parramattensis). The leaflets of Acacia mearnsii are distinctly paler on the lower surface, while those of Acacia paramattensis are the same colour on both surfaces. My experience of flowering times of these two species in the ACT suggests this is Acacia mearnsii (flowers November) rather than Acacia parramattensis (flowers about Xmas).
I have added a cropped photo of the flowers and stalks where it is possible to see golden hairs on the flower stalks in the original photo (but maybe not as easily in the uploaded photo because its size is reduced). There is also one section in the whole tree photo where the leaves had been blown up by the wind and the undersides of the leaves looks distinctly paler. Therefore, this would seem to be A. mearnsii.
