This looks more like Lycium to me, possibly Lycium ferocissimum.

HI Betty,
When I photographed this I thought it was Hymenanthera dentata, then I saw some Discaria so I thought I must have been mistaken about the Hymenanthera. It is on the summit of Mt Murray deep in a rocky crevice with no weeds around so I doubt it would be Lycium. Michael Mulvaney tells me that Hymenanthera was recently recorded in the ACT for the first time, could this be it?

It might be. As Michael said to someone else there is a new paper out on Hymenanthera and we would need flowers and possibly fruit to ID it properly.

Gruggly Bush seems the most likely given the image and that the Atlas of Living Australia has other plants nearby
