Or I would have said it is Japonica- C. japonica
Until I looked at the Hort Flora key - only one with pink flowers is C. speciosa. But there are also differences in young shoots and leaves, so now these may be available to photograph as well. Good close ups needed.

Chaenomeles are not in ACT Plant Census, but Chaenomeles speciosa is in Advisory List of Alien Plants. I am not sure I agree, but Copilot AI summary:

Mike In this case, intentionally planted. yes, there are two categories of garden extensions 1) intentionally planted as this one or 2) creeping out (for example Periwinkle: Vinca major (Blue Periwinkle)) or seeding from a garden plant (for example Gleditia: Gleditsia triacanthos (Honey Locust, Thorny Locust)). Both categories of extensions can have additional weeds likely planted by birds, for example this particular planted garden extension has two African olives ( Olea europaea subsp. cuspidata (African Olive))
