Not Agrostis capillaris, but I am not sure what it is. I'm not even sure this is a grass and looks like some other garden plant.

From the surrounds - fence, plants and mulch - it is a garden plant. Probably a lily. Dianella tasmanica and Phormium tenax come in this colour.
