Not Cebysa leucotelus, they make a flat webbing and small detritus bag. see Sighting 4656238
Looks more like the sort of house various pyralid larvae live in, but I am not sure.

@Juliea : please can you cut it open with say nail scissors, and see who is inside, and perhaps take some into protective custody in say a clean jar with a fabric cover held by an elastic band ?
