I'm not sure what laid these egg sacs, not having seen anything like them before. They were found at the base of a tree and covered twigs and leaves that had fallen from the tree. There were similar egg sacs on an adjacent tree. Whatever laid the egg sacs was capable of laying many of them and also, high up in a tree, so for now I've assumed it was a moth or moths of some sort.
