Not sure. Serrated tussock tends to be a bit floppier. This appears somewhat stiff.

It also looks a bit like a red anther speargrass I've grown from purchased seed at home.

See if you can find any seed heads on it. The seeds are fairly distinctive. The small gasses in the background look suspicious.
