We cannot say which of the four blue species that occur locally this is but I would say likely L.gibbosa

Yep basal or cauline leaves (if present) are needed, technically also seeds if you are putting it through the key properly. To be honest though I wouldn't consider L.simplicicaulis at this site. It'd be L.browniana and L.gibbosa I think.
