This is very difficult to identify. He is definitely a male bee and based on his size I would have suggested Lasioglossum, but what we can see of the wing venation does not convincingly support that assignment. Hence there is still a possibility that he is a Leioproctus species.

OK, I will have a look through the images for s similar sized bee that is probably a female. This one caught my eye 'cos it was black.
