I think this might be Austrostipa scabra as the tussock isn't completely dense nor is it overly floppy. If you are able to check the plants again see if it has a seed head. Serrated tussock will have a very open seed head.that is buried in the tussock.
The seed head tends to be among the foliage. Just a bit shorter than the foliage itself. In Austrostipa scabra the seed head is on a longer stem that almost always extends higher than the foliage.
John, there’s a good pictorial ID guide, can’t find a web link but the Southern ACT Catchment Group Facebook page did a post on 30 May 2023. ST also has round needle-like stems if you roll between your fingers. I chipped some ST out last week a few hundred metres to the east so it’s around.
