In my experience curta tends to lack the reddish-brown tinge at the end of the bud, which usually becomes pronounced in P.nutans when open. See https://canberra.naturemapr.org/sightings/4580753. I was out in the field with Beth that day and also thought the plants were P.nutans, the diminutive stature and habitat point away from curta I think.
