HarleyB could you please tell us the best action of control?
I dug out several Opuntia from this site many years ago (before CNM times). There are quite a number of residents in the area who cultivate large Opuntia in their gardens, so I assume it will be an ongoing issue. I came even across Opuntia (stricta) that was clearly planted in the nature reserve.

There are some recommendations in the ACT Weeds Manual under Prickly Pear

oh I overlooked that, thanks Barb. So the best way of action for small plants is dig out, bag and remove from site. The second photo shows a rather yellow specimen - I wonder whether someone sprayed it with Glyphosate which is another method of control recommended by the weed manual.
