Cath do you reckon this one was planted possibly? My suggestion doesn't actually occur in the ACT as far as i'm aware...

I think it’s very unlikely to have been planted in that position. We might just have to wait till it gets a bit bigger and/or flowers.

It reminds me a bit of Persoonia microphylla, and if so would be naturalised at that location. It would be worth trying to get a photo when it's in flower.

I don't think this is Bossiaea buxifolia. The leaves and stems are both finely hairy, and the leaves are slightly fleshy and the same colour on both sides. I still haven't seen any sign of flowers.
