Without flowers, and without knowing if the shrub is lignotuberous, the two are very similar, and key out together in PlantNet. Assigned to Hakea laevipes because the description in PlantNet says "secondary veins conspicuous"
However, I now agree with you, thanks to a photograph by Jackie Miles of Hakea dactyloides in Plants of South Eastern NSW. This shows leaves with near identical shape, coloration and venation as this sighting at Nadgigomar NR. So looks likely this is H dactyloides after all.
